Phoenix Turns 200 miles of City Streets into Climate Infrastructure

Phoenix has reached a notable milestone in its effort to use infrastructure itself as a tool against extreme heat: 200 miles of city streets have now received the city’s reflective Cool Pavement treatment.

The program began in 2020 and has since moved well beyond the experimental stage. Phoenix has integrated the reflective sealcoat into its pavement-maintenance program, applying the treatment over existing asphalt rather than building entirely new road surfaces.

According to the city, the material can reduce pavement surface temperatures by as much as 12 degrees Fahrenheit by reflecting more incoming sunlight and absorbing less heat.

The milestone matters because extreme heat is not simply an environmental issue for Arizona. It increasingly intersects with economic development, infrastructure costs, energy demand, construction, public health and the state’s ability to support continued population and business growth.

That makes Phoenix an unusually valuable proving ground for climate technologies. Solutions tested here must work under conditions that many other fast-growing regions may increasingly face in the decades ahead.

Arizona’s technology story is often told through semiconductors, aerospace, artificial intelligence and bioscience. But the Silicon Oasis thesis is also about technologies built for the realities of living and operating in the desert. Water systems, heat mitigation, energy resilience and urban infrastructure are part of that innovation economy.

Cool Pavement is particularly interesting because Phoenix is no longer testing the concept on a handful of blocks. At 200 miles, the city is deploying the technology at municipal scale.

That creates an opportunity for Arizona to become not only a customer of climate innovation, but a place where desert technologies are validated, improved and ultimately exported to other cities.
