Amkor Expands Arizona Semiconductor Campus to $12 Billion With Phase 2

Arizona’s semiconductor buildout just got significantly larger.

Amkor Technology announced Phase 2 of its advanced packaging and test campus in Arizona, increasing the company’s planned investment in the project to approximately $12 billion. The expansion will add roughly 60,000 square meters of cleanroom capacity, bringing the planned campus total to approximately 93,000 square meters. (Amkor Technology)

The reason for the expansion may be even more important than the size of the investment.

Amkor says customer commitments have already surpassed the 33,000 square meters of cleanroom capacity planned for Phase 1. In other words, this is not simply Arizona preparing for future semiconductor demand. Customers are already driving the need for additional capacity. (Amkor Technology)

When both phases are complete, the campus is expected to support more than 3,500 Arizona-based employees. Phase 2 construction is currently anticipated to begin in late 2027 and be completed by the end of 2029. The full campus encompasses 170 acres, leaving room for additional expansion as demand grows. This matters because semiconductor manufacturing is much more than building fabs.

Advanced chips still need to be packaged, assembled and tested. Amkor says its Arizona campus will be the first U.S. OSAT production site capable of advanced packaging at high volume, creating a domestic turnkey manufacturing platform for semiconductor customers. (Amkor Technology)

That capability becomes especially important as Arizona attracts increasingly interconnected pieces of the semiconductor supply chain. Amkor has already announced a long-term partnership with TSMC around advanced packaging in the United States, as well as a multi-year strategic partnership with NVIDIA supporting next-generation AI and accelerated-computing infrastructure. This is what the development of the Silicon Oasis looks like at scale.

Arizona is increasingly becoming a place where more stages of the technology supply chain can exist within the same ecosystem: semiconductor fabrication, advanced packaging, testing, suppliers, engineering talent, research, AI infrastructure and the companies that ultimately use these technologies.

The opportunity now extends beyond the major companies making these investments.

Thousands of new employees and billions of dollars in semiconductor infrastructure create demand for suppliers, software companies, automation technologies, workforce programs, logistics providers and new startups solving problems around the industry.

That second layer matters.

A technology ecosystem becomes significantly more durable when major investments begin producing new companies and opportunities around them. The goal should not simply be to have some of the world's largest semiconductor facilities located in Arizona. It should be to build the talent, capital and entrepreneurial infrastructure that allows Arizona companies to grow alongside them.

A $12 billion Amkor campus is another major piece of that foundation.

And Arizona still has an opportunity to build much more around it.
